Significance[]
Richard Henry Lee was at first against the Constitution, as he thought that the states should be independent, preferring a stronger states government. He was concerned that the Convention had gone beyond its powers to amend the Articles of Confederation, rather than rewrite it. He also argued that they needed a bill of rights, and wrote about it in his "Letters of a Federal Farmer". He proposed the amendments to the constitution, as well.
